Market Overview
What Atlanta Families Can Actually Verify Before a Tour
Georgia's Department of Community Health licenses senior care under two names that both get marketed as senior living. A Personal Care Home can serve as few as two residents. An Assisted Living Community is a personal care home serving 25 or more residents that is licensed for a higher level of care. Since July 1, 2021, memory care has needed its own separate certification on top of either license. Of the eight Atlanta communities reviewed here, two publish an actual Georgia license number on their own site: Heartis Buckhead's Assisted Living Community license and Belmont Village Buckhead's Personal Care Home license. None of the eight publish a specific staff-to-resident ratio. Pricing disclosure ranges from Park Springs and Lenbrook's full entrance fee tables down to three communities that publish no pricing at all. That gap, not care quality, is what sorts this page.

Buyer Checklist
- Ask whether the community is licensed as a Personal Care Home or an Assisted Living Community The two Georgia license types cover different maximum care levels. An Assisted Living Community license allows a higher level of care than a Personal Care Home license.
- Look up the license yourself before you tour GaMap2Care is the Georgia Department of Community Health's free public tool for facility listings, license status, and inspection reports.
- Confirm memory care has its own state certification Since July 1, 2021, Georgia requires a separate memory care certification before a personal care home or assisted living community can market itself as memory care.
- Ask for the all-in monthly number at the resident's actual care level, not the advertised starting rate Communities that publish a base rate plus care-level add-ons, including several in this set, can cost more at a higher care level than the advertised starting price suggests.
- Ask for a specific staff-to-resident ratio or hours of nursing coverage per resident, not a comparison claim None of the eight communities reviewed here publish an exact ratio. Several describe staffing only as above average or below the national average, with no number attached.
- For a Life Plan Community entrance fee, ask what percentage is refundable and under what conditions Park Springs and Lenbrook both publish entrance fee ranges with different refund percentage options attached.
- Ask whether the continuing care contract is also registered with the Georgia Office of Insurance Georgia regulates continuing care contracts separately from the facility license. Park Springs names this oversight directly; most communities in this set do not mention it.
FAQ
What's the difference between a Georgia Personal Care Home and an Assisted Living Community?
Both are licensed by Georgia's Department of Community Health. A Personal Care Home can serve as few as two residents. An Assisted Living Community is a personal care home serving 25 or more residents that is specifically licensed to provide a higher level of assisted living care. Both license types appear in this comparison: Belmont Village Buckhead publishes a Personal Care Home license, PCH 008036, and Heartis Buckhead publishes an Assisted Living Community license, ALC000311.
Does Georgia license memory care separately from assisted living?
Yes. Since July 1, 2021, Georgia law has required a separate memory care certification before any personal care home or assisted living community can market, advertise, or charge higher rates for specialized dementia or Alzheimer's care. None of the eight communities reviewed here state a memory care certification number on their own site, even though five of them name a memory care program.
How can I check a Georgia senior living community's license and inspection history myself?
Georgia's Department of Community Health operates GaMap2Care, a free public tool that lists license status, facility type, and inspection history by facility name, city, zip code, or license number, at dch.georgia.gov/gamap2carer-find-facility.
Do Atlanta senior living communities publish their staffing ratios?
Not in this set. None of the eight communities reviewed publish an exact staff-to-resident ratio or hours of nursing care per resident on their own site. Park Springs and Belmont Village Buckhead both make qualitative staffing claims, below the national average and licensed nurses available on-site, without attaching a number.
Is Atlanta senior living pricing all-inclusive or base rate plus add-ons?
Both patterns appear in this set, and neither is labeled all-inclusive outright. Park Springs and Lenbrook publish entrance-fee-plus-monthly-fee structures typical of a Life Plan Community, with the monthly fee covering named services like dining credit, housekeeping, and transportation. Heartis Buckhead publishes a base starting rate for assisted living and gates the rest behind a form, which is the base-plus-add-on pattern families should expect to confirm before move-in.
How is this list ordered?
By how much each community publishes about Georgia license status, staffing, and pricing structure, the same three disclosure factors the Senior Living Communities category tracks in every city. It is not a ranking of care quality. A community lower on this list may provide excellent care; it has simply published less that a family can verify before the first call.
Methodology: Eight senior living communities serving Atlanta, Georgia were reviewed on 2026-10-05. Every fact on this page is taken from the community's own public pages or a named public source, such as Georgia's Department of Community Health rules and the Georgia Code, and nothing is inferred. Staffing and pricing figures that appeared only on third-party senior living directories, and could not be traced back to a community's own site or a named public record, were treated as unverified and left out. Communities are ordered by published disclosure across three factors: Georgia license status, staffing ratio or staffing commitment, and pricing structure. This ordering measures transparency, not care quality, and is not an endorsement or a clinical recommendation. Communities that publish additional detail will move in future revisions.
